Project Objectives:

  • Supporting the Implementation of local administrative reforms

Brief Project Description

Hanns Seidel Foundation works in Egypt within the framework of the German-Egyptian cultural agreement signed in 1959 and its supplementary agreements issued based on verbal notes exchanged between the German and Egyptian governments, as well as the additional protocol issued regarding the work of German foundations approved by the parliament in July 2017 with presidential decree nr. 267/2017 issued in this regard.

Strengthening institutional structures as well as the civil society is essential to achieve goals like democratization and sustainable development. Egypt prepared the Sustainable Development Strategy “Egypt’s Vision 2030” in line with the Sustainable Development Goals (SDGs) and initiated several programs to boost development in diversified sectors. The need arises to support these efforts, especially in a phase of major economic challenges to realize administrative reform as well as sustainable environmental and economic development.

The Hanns Seidel Foundation aims with its project “Supporting Administrative Reform and Sustainable Environmental and Economic Development in Egypt” to contribute to reform and development efforts in cooperation with concerned Egyptian institutions through public awareness raising and capacity building especially for youth, women and persons with disabilities. This should lead to enhancing the participation of the target groups in the preparation and implementation of local development programs and participatory development initiatives as well as their contribution to the protection of the environment and to the economic development process.

The participation of the whole society including youth, women and persons with disabilities remains essential to implement national strategies and achieve a sustainable development sensed by everyone, which would all in turn reflect on an improvement in the living conditions of the entire Egyptian population.

Administrative Reform

The project aims at supporting the administrative reform process, through activities in the field of public administration such as awareness-raising and capacity building focusing on concepts and tools of implementing the national administrative reform strategies, in light of the Sustainable Development Strategy; “Egypt’s Vision 2030”. Cooperation and coordination with the Ministry of Planning, Monitoring & Administrative Reform as well as the Ministry of Local Development is envisaged.


Environmental Development

The project also aims to enhance the implementation of national environmental strategies, through awareness-raising and capacity building on environmental protection issues, especially the management of protected areas, utilizing Egyptian and German experience in this field.


Economic Inclusion

The project also aspires to strengthen the economic inclusion of youth, women and persons with disabilities through awareness-raising on disability, inclusion and entrepreneurship as well as tailor-made capacity building programs for persons with disabilities. Supporting economic initiatives of youth, women and persons with disabilities, especially in the field of self-employment could also be included.
Coordination with the National Council for Disability Affairs is envisaged regarding training programs for persons with disabilities
